Tamara joined NZIER in January 2010. She was previously with the New Zealand Commerce Commission as a Senior Economist, working on a wide range of competition, dairy regulation and consumer protection issues. She has an in-depth knowledge of applied economics for competition and regulation, energy market design, and is experienced in both qualitative and quantitative research and analysis.

Tamara was recently engaged by the new Competition Commission of Mauritius to identify potential competition law breaches and initiate its first four major investigations. In London, Tamara worked in Deloitte’s economic consultancy practice focussing on competition and energy issues, and at DotEcon, a specialist competition and telecoms regulation economics consultancy.

Tamara has a BSc(Econ)(Hons) from University College London, an MSc in Economic Competition and Regulation and an MA in Development Economics.

  • Assessing market behaviour and abuse of dominance allegations in the NZ wholesale electricity market, including qualitative research, quantitative data analysis and preparation of expert’s findings for non-economist audiences.
  • Quantitative and qualitative analysis for predatory pricing cases for a Scottish milk case before the UK Competition Appeals Tribunal and for a Singapore daily newspaper.
  • Lead economist on many NZ Commerce Commission merger cases, involving assessment of market definition, existence or potential for market power, and likely impact of a merger.
  • Consumer detriment analyses to support numerous cartel investigations and potential breaches of the NZ Fair Trading Act .
  • Constructing an economic framework to assess reasonable transport costs for raw milk, under the Dairy Industry Restructuring Act and ‘Raw Milk Regulations’.
  • Policy advice to the UK BBC on must-carry obligations and the European Union’s Information Society Directorate on remedies under the Communications Regulatory Framework.
  • Advice on potential market design to the UK Treasury regarding airport slot allocation and the EC’s Information Society Directorate for spectrum trading.
